JSR 113 is part of the official JavaCommunity Process (JCP). We have published the Proposed Final Draft (Now Released!).
As an extra step, we decided to provide an Early Release RI. The purpose is to encourage more feedback on the specification and to generate excitement for speech-enabled applications. The Early Release runs on windows for wide distribution. We also have it running on devices for internal testing and demonstration purposes.
We understand that there is general interest in running the Early Release on devices. However, as mentioned previously, native code limitations of the J2ME KVM (JVM) prevent us from providing a general solution.
